Cuba’s Rick Hall Honored for Service to Allegany County
The Allegany County Board of Legislators recently passed a resolution recognizing Rick Hall of Cuba for service to his community and Allegany County.
Hall has worked with the Village of Cuba’s Highway Department for 30 years, 18 of those years as Highway Superintendent. Through education at Morrisville College and in Alfred, he carries a II-B Water License, Class D Water Distribution License, and Class B CDL.
In addition to his work in Cuba, Rick has served as Village Representative on the Executive Committee of the Town Highway Superintendents Association of Allegany County since 2015. He also chairs the ACCORD Community Action Angels Program Advisory Committee, which has organized the donation of thousands of toys to local youth and operates a warehouse of household goods for needy families.
As a 27-year member of the Cuba Fire Department, Hall formed the “And the Walls Came Tumbling Down” campaign, which advocates for proper warning signs indicating the presence of oxygen tanks in residential structures. He was joined in the cause by his mother, Doris Hall, and sister, Sue Campbell following a tank explosion in 1997 that directly impacted their family. Those efforts drew the attention and support of former State Senator Cathy Young, a long-time advocate for firefighter safety.
Hall has previously been recognized for his service by the New York State Conference of Mayors. This year, he received the Cuba Chamber of Commerce “Citizen of the Year” award for his contributions to the community.
Rick continues to live in Cuba with his wife, Annette. The pair have two children, daughter Casey Hall and son C.J. Hall, as well as eight grandchildren.

RESOLUTION RECOGNIZING AND THANKING RICK HALL FOR HIS EXTRAORDINARY CONTRIBUTIONS TO THE BETTERMENT OF ALLEGANY COUNTY

WHEREAS, the Allegany County Board of Legislators wishes to recognize community members who exemplify the spirit of volunteerism and service; and
WHEREAS, Rick Hall graduated with honors from Cuba Central School in 1979 and continued his education at Morrisville College and in Alfred, through which he obtained a Class B CDL, II-B Water License, and Class D Water Distribution License; and
WHEREAS, Mr. Hall has been employed by the Village of Cuba for 30 years within its Highway Department and has served as Superintendent of Public Works since 2005; and
WHEREAS, he has served as Village Representative on the Executive Committee of the Town Highway Superintendents Association of Allegany County since 2016, and serves as Chairman of the ACCORD Community Action Angels Program Advisory Committee, which has organized the donation of thousands of toys to local youth and also runs a warehouse of household goods for donation; and
WHEREAS, Mr. Hall was a member of the Cuba Fire Department for 27 years, and during that time formed the “And the Walls Came Tumbling Down” Campaign, which advocated for proper warning signs indicating the presence of oxygen tanks in residential structures; and
WHEREAS, his long service, commitment, and extraordinary contributions have been previously recognized by both the New York State Conference of Mayors and the Cuba Chamber of Commerce; and
WHEREAS, Mr. Hall continues to live in Cuba with his devoted wife Annette, is a loving father of daughter Casey Hall and son C.J. Hall, and is the proud grandfather of eight grandchildren; now, therefore, be it
RESOLVED:
- That the Allegany County Board of Legislators recognizes Rick Hall for his contributions towards the betterment of Allegany County, and expresses gratitude and appreciation for these contributions, and looks forward to his continued examples of dedication to community service.
