On October 28, 2021 at 5:25 A.M., Troopers out of SP Amity responded to a vehicle collision involving a bicyclist on State Route 19 in the town of Wellsville.
Further investigation revealed that a bicycle was operated by Ryan R. Billings, 41, of Independence NY, was a struck by a tractor trailer operated by Jonathan D. Lampman, 32, of Ulysses, P.A..
Billings suffered fatal injuries as a result. The NYSP Collision Reconstruction Unit and the Bureau of Criminal Investigation assisted in this investigation. This investigation is still pending.
