Allegany County seeks “Strategic Planning Services”

A response to the “Request for Proposal” is due January 13, 2023

Yesterday, Allegany County formally asked for a quote on a big job. The request is for a specialized consulting firm that works with large entities like local governments on a formal strategy for the future.

Allegany County seeks to create a five-year plan, which is a fairly standard window of time for municipal planning. Strategic plans in general consist of a vision, laid out by leadership within the county. Based on that vision, the plan will call for goals to be set and objectives to be pursued.

The county is asking for a strategic plan that focuses on three major challenges before Allegany County: Economic development, developing the county workforce, and retaining that workforce.

Clearly all three challenges are interconnected and really, depend on economic development, which has been a focus of the county. After the lessons learned during the “Great Lakes Cheese Incident,” legislators have earmarked millions of dollars for site development near the Crossroads area where I-86 and Route 19 intersect in Belvidere.

A major component of that investment will be hiring a new, permanent Director of Economic Development for the county. Current interim Director Tim Boyde has made that job search a priority for this newly reorganized department. That eventual new hire will be tasked with interfacing with this strategic planning service tl create the new 5 year plan. ALLEGANY COUNTY, NYS REQUESTS PROPOSALS FOR ECONOMIC DEVELOPMENT STRATEGIC PLANNING SERVICES

Belmont, N.Y. – The Allegany County Administrator and the Office of Economic Development is requesting proposals for a consultant to develop a comprehensive five-year strategic plan to achieve workforce development, economic growth and job retention and expansion in Allegany County.

Proposals Due By: 4:00 p.m. on Friday, January 13, 2023.

Proposal Submission Instructions and Due Date: Proposals should be submitted in a sealed envelope addressed or hand delivered to County Administrator Carissa M. Knapp, 7 Court Street, Rm 213, Belmont, NY 14813 by 4:00 p.m. on Friday, January 13, 2023. In addition, applicants are required to email a pdf scan of their complete proposal to County Administrator Carissa M. Knapp at Carissa.knapp@alleganyco.gov by 4:00 p.m. on Friday, January 13, 2023.
