Legislators will appoint a new Industrial Development Agency(IDA) Board, formalize Traffic Diversion Program

Allegany County lawmakers will gather today in Belmont at 2pm for a full meeting of the board of legislators and have lots of important business on the agenda, read that full agenda below:
Of the nearly twenty resolutions that will be put to vote, two are of particular interest and impact.
The first item on the agenda is the establishment of a “Traffic Diversion Program” in Allegany County. While the program has been active in Allegany County for several years, this local law formalizes the process. Legislators will consider enacting the law, explained in the resolution:
“It is the intent of this Local Law to authorize the establishment of a traffic diversion instructional program for persons referred by the District Attorney pursuant to this local law and guidelines hereby authorized to be instituted by the District Attorney to provide for an educational program under State authority authorizing local government to provide for the safety and well-being of persons within the County of Allegany. The Traffic Diversion Program will be a voluntary educational program with the goal to increase the safety of the roads in Allegany County by teaching drivers how to be better drivers.”
The program does have limits and while the District Attorney has overall discretion, these general guidelines determine eligibility:
- I have not participated in the Allegany County Traffic Diversion Program within the past 12 months;
- I have no more than 4 points on my license;
- I have not had a drinking and driving conviction within the past 18 months;
- I had a valid license and insurance at the time of offense:
- I was not involved in an accident at the time of the offense:
- I was not ticketed for a speed in excess of 30 mph over the posted limit.

Legislators will also vote to install a new leadership board to the powerful Industrial Development Agency, aka the IDA. This entity, while separate from county government, requires appointment of members by the legislature.
The IDA operates with these stated goals:
- Manage growth and development
- Conserve rural and scenic areas
- Protect agricultural resources
Legislators will be asked to approve the following Allegany County residents to the Allegany County Industrial Development Agency for a term of office commencing on February 26, 2026, and remaining in effect through December 31, 2028:
