Allegany County Legislative District 1 incumbents Kevin “Fred” Demick, Jennifer Ricketts-Swales, and Philip Stockin have formally announced they will seek re-election during this year’s Allegany County Legislature election process. Legislative District 1 includes the Towns of Angelica, Belfast, Caneadea, Centerville, Hume, Rushford and West Almond as well as the Village of Angelica.
Kevin “Fred” Demick – a lifetime resident and longtime Angelica Town & Village Highway Superintendent, has announced that he will be seeking your support in his bid for re-election for District 1 County Legislator.

Mr. Demick brings a wealth of Municipal experience with over 30 years of service to both the Town and Village of Angelica. During his tenure as Superintendent of Highways he has served all of Allegany County in several capacities. These include but are not limited to the following; A 20 year board member and chairman of the Allegany County Traffic Safety Board, a long standing member of the Allegany County Hazard Mitigation Plan Committee, Allegany County Highway Superintendents Association Executive Committee board member for 25 years which includes 16 years as President, a board member of the Southern Tier West (STW) Transportation Committee, STW Tri-County Shared Services Committee, STW Watershed Coalition and has received the “Local Government Award” from STW for “Service and Support in the Attainment of Regional Goals,” – the only Highway Superintendent to ever receive this award. Mr. Demick was also a long standing member of the Alfred State College Advisory Committee for Building Trades/Heavy Equipment. He has been recognized by the Commissioner of the Dept. of The State for his achievements in multi-jurisdictional Shared Services plans and agreements providing major cost savings for Municipalities Countywide, including at the county level.
Currently serving as a District 1 Legislator he has served as the Vice Chairman of the Board for the past 2 years as well as the current year. Mr. Demick also serves on the following Legislative committees: Public Works(Vice-Chair), Space Needs(Chairman), Public Safety, Resource Management and Ways & Means Committees. He also serves on the Soil & Water Board and Hazard Mitigation Board.
Fred has worked and assisted numerous municipalities over his long career. He looks forward to having the opportunity to continue working hard for the betterment of all taxpayers as a District 1 County Legislator.
Jennifer Ricketts-Swales – has announced that she will be seeking your support in her bid for District 1 County Legislator. Her experience serving families throughout the county as a teacher, school counselor, and college advisor has allowed her to assist young people and their parents, focusing on preparing for college and careers for over 30 years. While living in the Village of Alfred, Jennifer served on the Zoning Board of Appeals and was several times President of the Allegany County Counselors Association. Jennifer has served as chair for numerous administrative searches, and school improvement teams. She was also very active on several school merger exploration committees within Allegany County.

While working at Alfred State College, Jennifer served on the committee that determined to allow University Police to become armed as well as several other committees. Until her retirement in June 2021, Jennifer served on the Alfred State Admissions Advisement Board. She completed the “Train the Trainer” program through the Anti-Defamation League and has been responsible for assisting with the writing of the Perkins Grant for ASC and CABOCES.
“While serving people through government is relatively new to me, service is not. My past experiences–including growing up in a family business, give me a unique perspective. Having a business and counseling degree, I can see the economic and human aspects of county government. “ I watch many of my former students stay in the area and become successful, this provides hope for our future. This is a future that I would like to continue to help shape, just in a new way”. Jennifer lives in Fillmore, with her husband Jeff. “We returned to Fillmore to be back home, and to be closer to family. Since retirement in June of 2021, Jennifer has been involved in assisting several small business start-ups in the Northern Allegany County Area and is working with a group of volunteers to develop systems for marketing and better communication for local businesses through Rev-Up Hume. During her first term, Ricketts Swales also became a certified EMT working with Fillmore Rescue Squad and a certified Life Guard. During her first term as a Legislator Ricketts-Swales has served as Chair of Personnel and Vice Chair of Human Services. She is a member of the Cornell Cooperative Extension Board and the Community Services Board. Currently, she is actively working with EMS and CABOCES to create an EMT high school Program. She looks forward to continued service to the county.
Philip Stockin, who lives in the Town of Caneadea, after being appointed to fill a vacancy in April, 2017, is now completing his second four-year term as a legislator. Stockin has served on the Public Works, Public Safety, Budget, and Ways & Means (Chair) Committees. He has also served as the Legislature’s representative to the Allegany County Planning Board and the Cornell Cooperative Extension Board. Stockin’s 41 years of service with the Town of Caneadea Board has provided extensive practical experience which has served him well as a legislator. In these challenging times, services have been maintained within budget constraints and the financial position of the county continues to be strong. “It has been a privilege to serve as a legislator in the county where I have lived all my life. I look forward to being re-elected and continuing to play a role in the future of Allegany County,” Stockin said.
