The Allegany County Solid Waste Department operates seven Recycling Center and Transfer Facilities throughout Allegany County. These facilities are located in Almond, Belmont, Bolivar, Canaseraga, Caneadea, Friendship and Wellsville. These facilities collect both solid waste and recyclables generated by Allegany County Residents. This is done with the use of either a Residential permit which is currently $250 per year, March 1st through April 31st or with disposal tickets which are sold in $20 amounts and are used to pay, individually, for bags and other items. All non-residential entities are permitted to bring their waste to the Belmont Transfer Station where a tipping fee, currently $60/ton with a $25 minimum charge.
Source-separated recyclables are collected, at no-charge, at all seven Recycling Centers. These include, plastic containers, mixed paper, Glass jars and bottles (clear, green and brown), cardboard, metal cans, scrap metal, lead-acid batteries and used, wearable clothing.
Tires, white goods and all refrigerant (Freon) containing items are accepted at the Belmont Recycling Center and Transfer Facility only. Annual Residential Permits include the free disposal of four tires. All other tires are assessed a fee based on size and quantity.
In 2023 Allegany County residents diverted over 850 tons of recyclable materials and generated over $125,000 dollars from the sales of these materials. This revenue is used to help offset the cost of the residential permits and disposal tickets.
Allegany County is currently marketing its recyclables as follows:
Cardboard: Marketed to the Westrock Solvay Paper Mill in Syracuse, NY, where it is recycled and manufactured into cardboard and paperboard.
Glass: Marketed to Recycall in Port Allegany, PA where it is then cleaned, ground and sold to end-users to be manufactured into new bottles and jars. In 2023, Allegany County Residents diverted 94.4 tons of recyclable glass from the waste stream
Mixed-Paper: Marketed to Lebanon Seaboard Corp, Franklinville, NY where it is recycled and manufactured into various types of landscaping pellets and sold under the brand name of Greenview.
Plastic: Marketed to Trigon Plastics in Newmanstown, PA, where the #1 and #2 plastics are pelletized and then used to manufacture plastic lumber and, ultimately, outdoor patio furniture which is sold through their sister company, Casual Living Unlimited. The remainder of the plastics are pelletized and sold to other users. In 2023, Allegany County Residents diverted 75.11 tons of plastic from the waste stream with a revenue of $6,893
Wearable Clothing: In 2023, Allegany County residents collected 49.19 tons of usable clothing, creating revenue of $3,900
Metal Cans, Scrap Metal, White Goods and Lead-Acid Batteries: Marketed to Ben Weitsman of Hornell, these materials are then shipped to, and processed at their parent company, Upstate Shred of Owego, NY and are then sold to be recycled into raw materials.
The Allegany County Recycling Program also holds a monthly television collection which rotates through the recycling centers and quarterly Electronic Waste Collection Events which are held at the Belmont Recycling Facility. There is also an Annual Household Hazardous Waste Collection held the Saturday after Labor Day. These events are open to all residents of Allegany County at no charge.
