Walt Mackney to serve as Undersheriff to new Allegany County Sheriff Scott Cicirello

Allegany County Sheriff-Elect Scott Cicirello announced today that he has chosen retired New York State Police Senior Investigator Walter D. Mackney to serve as Undersheriff when he assumes the office Jan. 1, 2023.

Sheriff­-elect Cicirello said, “Mackney is detail-oriented with strong leadership skills and a 43 year history in law enforcement, and he will bring extensive knowledge, experience and integrity with him to the position.”

Mackney started his career with the Cuba Police department in 1979. In 1984, Mackney joined the New York State Police where he served until he retired in 2014, While with the NYSP, he served in numerous roles including, Trooper, Investigator and Senior Investigator.

Mackney spent many years assigned to the Community Narcotics Enforcement Team (CNET) as a Senior Investigator where he also served as the commander of the Southern Tier Regional Task Force. He was responsible for overseeing thousands of drug investigations in the Southem Tier that led to hundreds of arrests. In his role as the commander of the drug task force, Mackney maintained relationships with numerous agencies including the DEA, FBI, ICE, DHS and Federal prosecutors.

Although Mackney retired from the NYSP in 2014, he has maintained a position at the Cuba Police Department as a patrolman and he currently serves as Investigator (Narcotics Task Force Coordinator) for the Steuben County District Attorney’s Office in Bath.

Mackney also served as Director of Security for the Erie County Fairgrounds with an approximate department size of 120 armed and unarmed security officers and first and second line supervisors. He was responsible for security of the 4th largest County Fair in North America.

He is also the Faculty Coordinator for the Alfred State Police Academy (ASPA).

Mackney has numerous trainings that include: Nationally Certified Polygraph Operator, Crisis/Hostage Negotiator, Fire and Arson Investigator, DCJS Certified Master Instructor, DCJS Certified Firearms Instructor, DCJS Certified Field Training Officer, DCJS Certified Ethics and Professionalism Instructor, DCJS Certified Use of Force Instructor, DCJS Certified Principled Policing/Procedural Justice Instructor, CRASE Instructor (Civilian Response to Active Shooter Events), ERASE Instructor (Exterior Response to Active Shooter events), FBI LEEDA Supervisor Leadership Institute, FBI LEEDA Command Leadership Institute to name a few.

Mackney resides in Andover with his wife Deb, He has two grown children, Corwin (New York State Trooper) who resides in Arkport  and daughter Amanda (who is married to a member of the St. Petersburg, FLA., Police Dept.) resides in Florida.

Sheriff-elect Cicirello said “I look forward to working with Walt and continuing the high level of service that the residents of Allegany County have to come to expect from the Sheriff’s Office.”
