Police blotter: Prostitute solicitation, abuse cases and DWI charges

Troopers charged Steven D. Howarth, 36, of Fillmore with first-degree felony criminal contempt with physical contact, three counts of endangering the welfare of a child, criminal obstruction of breathing by applying pressure and criminal mischief for intent to damage property after an incident on Jan. 1 at 1:30 a.m. in Fillmore. At 6:12 p.m., troopers said they arrested and charged Howarth again, this time for second-degree criminal contempt. He was released with an appearance ticket.

Troopers charged Joseph L. Hepburn, 48, of Gates with second-degree menacing with a weapon and endangering the welfare of a child after an incident on Dec. 31 at 4 p.m. in Fillmore. Hepburn was released with appearance tickets.

Troopers charged a Machias man, 58, with third-degree misdemeanor patronizing a prostitute on Dec. 29 at 10:14 p.m.

Troopers charged a Bolivar man, 57, with driving while intoxicated under the influence of marijuana, first offense on Jan. 1 at 3:32 p.m. in Clarksville.

Troopers charged a Sandusky man, 59, with driving while intoxicated, first offense and driving under the influence of marijuana after a traffic stop in Freedom on Jan. 1 at 3:49 p.m.

Troopers charged a Wellsville man, 20, with misdemeanor third-degree sexual abuse and misdemeanor act in a manner injurous to a child over 17 after an incident on Dec. 22 in Wellsville. The arrest too place on Dec. 29 and the man was issued appearance tickets.

Troopers say there is a pending investigation after a one-vehicle crash on County Road 10, Barlow Road, in Scio on Dec. 29 at 5:05 p.m. The driver was a 30-year-old Wellsville female.
