Wellsville N.Y. Police Department Arrests Serial Thief, Again. Previous Victim Points To Bail Reform Failures.

Wellsville Police arrested Tyler W. Cowburn, age 26 of Wellsville, charging him with Grand Larceny 4th (Class E Felony). The charge stems from an incident that took place on East State Street on January 5th. Cowburn was processed, and arraigned before Allegany County Court Judge Parker. Cowburn was released and is due back in Allegany County Court at a later date.

Cowburn has stolen several vehicles over the last year, being charged with felony theft among other crimes, repeatedly. NYS Bail Reform laws have been a contentious issue with law enforcement and crime victims. Cathy Faulkner of Scio was one of Cowburn’s first victims in August of 2020:

“Bail reform is a huge mistake. Catch and release to do again….. He stole my father in laws truck from my property along with my purse. His act changed how I live my life. Doors are locked. I bought security cameras. My gun is locked and loaded. Baseball bat next to the door.”
