Middaugh served in the U.S. Navy for 27 years, rank “Master-at-Arms”

The Allegany County Board of Legislators plans to confirm Chairman Harris’ appointment of Michael Middaugh to the position of Director of Veterans’ Service Agency at its Legislative Board meeting on January 14, 2026. Mr. Middaugh shared, “I’m very excited and pleased to be part of this great County. I hope the changes that we are making will better serve our veterans, our military, and their families; I look forward to meeting each one and learning how we can best serve them.”
The Legislature interviewed and selected Mr. Middaugh from a large field of highly qualified applicants. Mr. Middaugh’s qualifications include 27 years of experience in the U.S. Navy, where his career started in the Military Police and progressed to Command Kennel Master and K-9 Handler, holding the rank of Master-at-Arms. Since his honorable discharge, Mr. Middaugh worked in law enforcement and in health and human services.
Regarding the appointment, Chairman Harris shared, “Mike’s ten years’ experience as Director of Veterans’ Service Agency in Tioga County, New York, provides Allegany County veterans and military families with an experienced advocate and benefits administrator. While with Tioga County, Mike engaged with his peers and secured additional benefits and grant funding for expanded programming for veterans and military families. Mike’s passion and expertise have led him to be appointed to numerous higher education and state-level posts representing veterans. We’re looking forward to seeing our County veterans receiving expanded high-quality support and services from his office.”
Chairman Harris and Mr. Middaugh would like to invite the public to an event on January 17, 2026, at 9 a.m., at Scio Central School where Allegany County will be welcoming the crew of the USS Jason Dunham for a brief community forum regarding the experience of serving on a named vessel of the US Navy.
