Wellsville Police arrest two for serious animal abuse

From the Wellsville Police Department,

Wellsville Police arrested Sarah A. Smith, age 55 of Wellsville and Loretta A. Bartlett, age 32 of Wellsville, charging them each with one count of Torture/Injure/Not feed Animals (Class A Misdemeanor) and one count of Neglect of Impounded Animals (Unclassified Misdemeanor).  The charges stem from an incident that took place on Pine Street in the Village on March 4th.  Smith and Bartlett were processed, issued appearance tickets and released. Smith and Bartlett are due to appear in Wellsville Village Court on April 21st at 4:30 pm.  Wellsville Police were assisted by an Allegany County SPCA Animal Cruelty Investigator.

*All those arrested are only accused of committing a crime until proven guilty in a court of law

In December 2025 Allegany County formally established the Animal Abuser Registry. All those convicted of crimes like these are placed on the registry and forbid from possessing companion animals in the future. Read more about that new local law:
