Tree felling is scheduled to begin on or about February 23, 2026

This notice announces that, on or about February 23, 2026, Moraine Solar Energy Center, LLC (Moraine Solar or Permit Holder) will begin tree felling activities (Phase I) to support the commencement of construction of the 94-megawatt (MW) Solar Electric Generating Facility located in the Town of Burns, Allegany County, NY (the Facility).

Pursuant to Article VIII of the New York State Public Service Law (the Article VIII process), this notice is being provided in accordance with Section 5, Subsection 5.2(a) of the Facility’s Siting Permit for a Major Renewable Energy Facility, which was issued by the Office of Renewable Energy Siting and Electric Transmission (ORES) on May 18, 2023. BRIEF DESCRIPTION OF THE PROJECT

Moraine Solar will construct the Facility in the Town of Burns, Allegany County. When completed, the Facility will have a total generating capacity of up to 94-megawatts (MW). In addition to photovoltaic (PV) solar arrays, the Project will include: racking support structures; direct current (DC) collection lines and communications cables connecting the arrays to inverters; the inverters with their support platforms, control electronics, and step-up transformers; buried alternating current (AC) medium voltage collection lines; security fencing and gates around each PV array; gravel access roads; temporary laydown areas; medium voltage to transmission voltage collection substation with associated equipment, and fenced areas; buried 115-kilovolt (KV) transmission line to connect the collection substation to the existing New York State Electric and Gas (NYSEG) Moraine Road Substation (Point of Interconnection); and an expansion to the Moraine Road substation to accommodate the interconnection.

CONSTRUCTION SCHEDULE

Phase I of construction consisting of tree felling is scheduled to begin on or about February 23, 2026. Thereafter, construction will proceed according to the below phases and approximate schedule:

  • Site Preparation in or around May 2026; and
  • Civil Construction in or around July 2026.

All construction activities shall be limited to 7:00 a.m. to 8:00 p.m. Monday through Saturday and 8 a.m. to 8:00 p.m. on Sunday and on national holidays.
