Cicirello, a retired NY State Police Officer was elected in 2021

I am honored to announce my campaign for re-election as Allegany County Sheriff, continuing my commitment to keeping our community safe and secure.

Career Snapshot

I have served in law enforcement for more than 32 years, most of them here in Allegany County. I previously worked for the Wellsville, Cuba, Alfred, Salamanca, and Andover Police Departments, serving as Chief of Police in both Alfred and Salamanca. I am a graduate of the FBI National Academy (Session 225) and the FBI Executive Leadership Seminar.

I later served with the New York State Police in Amity and Binghamton as a Trooper, Investigator, and Sergeant, retiring in 2020. I then worked as an investigator for the District Attorney’s Office until 2021, when I was appointed Undersheriff. I was elected Sheriff in 2022 and assumed office on January 1, 2023.

My public service also includes work as an EMT‑Intermediate, volunteer firefighter, rescue squad member, emergency services dispatcher, and long‑time youth coach.

When I took office, I was fortunate to inherit an efficient, well‑run, and fiscally responsible Sheriff’s Office from Sheriff Whitney. Since then, my focus has been to strengthen efficiency while enhancing professionalism, accountability, and public trust.

During my tenure, we have achieved significant advancements across all divisions of the ACSO, including:

Public Safety & Specialized Units

  • Allegany Threat Assessment Group (ATAG): A multi‑disciplinary threat assessment and management team funded through a Homeland Security Grant, bringing together law enforcement, mental health, schools, and community stakeholders. The grant also covers portions of assigned personnel salaries.
  • DSS Fraud Unit: A collaborative unit with DSS and the District Attorney’s Office. This task‑force model has saved Allegany County taxpayers over $500,000 in avoided or recovered fraudulent benefits.

Equipment, Technology & Accountability

  • Secured a DCJS grant to obtain body cameras and Tasers at no cost to taxpayers, deployed since 2024.
  • Used ARPA funds to provide a unified, county‑wide records management system for nearly all law enforcement agencies, improving officer safety and information sharing—again at no cost to taxpayers.

Training & Professional Development

Training remains a top priority. We host regular courses at our public safety facility for all county law enforcement agencies, utilizing our master instructors to train new instructors. Comprehensive training:

  • improves officer and public safety
  • enhances communication and decision‑making
  • supports physical and mental preparedness
  • reduces liability and strengthens community trust

Community Engagement

Community outreach continues to grow through:

  • The Allegany County Sheriff’s App, offering real‑time information from arrests to weather alerts
  • Active communication through social media and local media partners
  • Regular collaboration with school superintendents and SROs
  • TRIAD meetings supporting our senior citizens
  • The “Safe Child” ID program for parents
  • Participation in the Kevin Shay Toy Drive to support families during the holidays

Officer Wellness

We implemented a comprehensive Officer Wellness Initiative, including physical fitness programs, Jiu Jitsu for Law Enforcement, and the Area Peer Support Team in partnership with Probation. Through the NYS Office of Mental Health, we secured over $120,000 in grant funding. DCJS now promotes our wellness model to agencies statewide.

Operational Excellence & Accreditation

  • ACSO manages approximately $14 million in grants supporting communications systems, the 911 Center, towers, equipment, and more—greatly reducing taxpayer burden.
  • In 2025, our 911 Center achieved state accreditation, adding to our existing accreditations in corrections and court security. We are now one of only 17 counties in New York with this distinction.

Recruitment & Staffing

Like many agencies after COVID, staffing was a challenge. Through collaboration with HR and improvements to the testing and hiring process, we achieved record correction officer recruitment, filling critical vacancies.

Partnerships

We maintain strong partnerships with municipal, county, state, and federal agencies and meet regularly with law enforcement stakeholders. I also enjoy a productive working relationship with the Board of Legislators, who continue to prioritize public safety.

Future Vision

If re‑elected, I will continue advancing the Sheriff’s Office through strong partnerships, operational efficiency, fiscal responsibility, and a commitment to solving the real challenges facing our county.

It has been the greatest honor of my career to serve as your Sheriff. I respectfully ask for your continued support and your vote in 2026.
